KC Certification

Certification Introduction

KC (Korea Certification) certification, formerly known as EK certification, is a safety certification system for electrical and electronic appliances in Korea, i.e. KC mark certification, which is a mandatory safety certification system implemented by the Korea Advanced Technology and Standards Institute (KATS) in accordance with the ELECTRIC APPLIANCES SAFETY CONTROL ACT on January 1, 2009. The KC mark certification is a mandatory safety certification system implemented by KATS on January 1, 2009 in accordance with the ELECTRIC APPLIANCES SAFETY CONTROL ACT.

In order to avoid duplication of certification, from July 1, 2012, EMC and Safety are managed separately, and all electrical and electronic products applying for Korean certification must obtain KC certificate and KCC certificate (new MSIP) respectively for their Safety and EMC requirements. KTC, Korea Testing Certification), Korea Industrial Technology Testing Institute (KTL, Korea Electrical Testing Institute). These two are not only the issuing organizations of KC, but also the qualification testing laboratories.

In terms of safety standards, all products entering the Korean market need to comply with the Korean safety standard K standard (similar to IEC standards), and must meet the Korean requirements matters when using IEC standards, and national differences can be found in the announcement in the CB system of IECEE. in terms of EMC, the Korean EMI standard is similar to the CISPR standard, and the EMS standard is similar to the EN standard.

ST COA safety certification

Certification Introduction

Malaysia implements a combination of mandatory and voluntary product safety certification system. The mandatory certification is ST COA certification, not in the mandatory certification of products, you can apply for voluntary confirmation letter. For the time being, Malaysia has only safety requirements and has not implemented the control of electromagnetic compatibility.

Malaysia ST COA (Certification of Approvals) is a mandatory safety certification controlled by the Malaysian Ministry of Energy (ST, Suruhanjaya Tenaga) ST in accordance with the Electrical Equipment Supply Act (1990) and the Electrical Equipment Code Management Regulations (1994) for electrical and electronic products to implement Conformity certification system, control products must obtain conformity certification (COA) before entering the Malaysian market.

Standards and Industrial Research Corporation of Malaysia (SIRIM Berhad) is the only standard-setting body, a government-owned, non-profit corporation, formerly converted from the Standards and Industrial Research Institute of Malaysia (SIRIM), a government agency.SIRIM Berhad's subsidiary, SIRIM QAS SIRIM QAS International Sdn.  SIRIM QAS International Sdn Bhd, a wholly owned subsidiary of SIRIM Berhad, is the leading certification, inspection and testing body in Malaysia.

Malaysia's national standard is the MS (Malaysia Standard) standard, and the MS standard for product safety certification basically uses the equivalent national IEC standard.

COA is the customs clearance certificate, the product into the customs importers can rely on COA to SIRIM batch application to purchase MS labels. Special, if you want to add the logo directly in the factory, you need to apply for SIRIM factory inspection, because the cost is higher, this way generally for the high frequency of shipments of manufacturers.

Certification Mark

There are two main types of labels corresponding to ST COA certification, one is the SIRIM label and the other is the SIRIM certification mark. Note that all labels must be affixed to the product itself and cannot be affixed to the packaging. The following is the introduction to these two types of labels.

Certification Introduction

S-Mark is applicable to all electronic and electrical products, the scope covers the scope of PSE certification. It is recommended that B products and products that are not within the scope of PSE certification apply. Although it is voluntary certification, but more and more manufacturers favor and use the S-Mark to gain a competitive advantage in the market, somewhat similar to the German GS. S-Mark also covers Safety and EMC. JET and JQA are currently available for S-Mark certification work, the mark is S-JET Mark and S-JQA Mark respectively.

PSE Certification

Certification Introduction

PSE certification (Product Safety of Electrical Appliance & Materials) is a market access system implemented by the Japanese government for electrical and electronic products, and is an important element of Japan's Electrical Product Safety Law (DENAN). On April 1, 2001, Japan revised the Electrical Safety Law, which is administered by METI (Ministry of Economy, Trade and Industry of Japan), which does not issue certificates directly, but authorizes third-party certification bodies to conduct conformity assessment tests and issue certificates.

METI has authorized Japan Electrical Safety and Environmental Technology Research Laboratory (JET) and Japan Quality Assessment Agency (JQA) as Certification Authorities (CABs), which are responsible for testing and certification of electrical and electronic products in accordance with regulations and for market surveillance. In addition, TUV, UL, CQC and other organizations are also qualified certification bodies.

According to regulatory requirements, all controlled electrical and electronic products in the manufacture or export to Japan before, need to submit a business declaration to the Japanese Minister of Economy, Trade and Industry, and in accordance with regulations to affix the PSE mark on the product. The Electrical Safety Law stipulates that Class A and B products are required to affix the PSE diamond logo and PSE round logo respectively. There are two applicable standards.

Singapore CGSR safety certification

Consumer Protection (Safety Requirements) Regulations (CPSR) | Enterprise  Singapore


Certification Introduction

The CGSR system, corresponding to the regulations is the Consumer Protection (Consumer Goods Safety Requirements) Regulations 2011, the Singapore government in order to strengthen consumer goods safety control, since In order to strengthen the safety control of consumer goods, the Singapore government has made the system mandatory since April 1, 2011.

CGSR system and the CPS system, are controlled by the Singapore Standards Development and Reform Committee (SPRING) safety certification system, but generally we are more concerned about the CPS system under the CoC certification, it is very easy to ignore the CGSR system. In fact, the CGSR system is a supplement to the CPS system, but also mandatory. For mandatory electrical and electronic products not under the CPS system, the vast majority will fall under the mandatory scope of the CGSR system (refer to the specific product range below).CGSR is a system without certification requirements, according to the CGSR program requirements, any manufacturer, importer, distributor and retailer must obtain the appropriate test report.

The biggest difference between the two systems is that the CPS system focuses on the pre-market control of the product, which requires a CoC certificate based on the test report that meets the requirements, registration on the SPRINGwebsite, and the S-MARK mark on the product before it can enter the Singapore market. In contrast, because CGSR has no certification requirements, the product can be free customs clearance, so more emphasis is placed on the post-market (post-market) safety supervision after entering the market.

For consumer products that are within the mandatory scope of the CGSR but do not have a compliant test report, a fine of up to $2,000 or imprisonment for up to 12 months will be imposed for the first violation, and a fine of up to $10,000

or imprisonment for up to 2 years will be imposed for subsequent or repeated violations.

Singapore CoC Security Certification

Certification Introduction

Certification of Conformity (COC) is a safety certification requirement in Singapore. In order to protect consumer safety, the Singapore government enacted the Consumer Protection (Safety Requirements) Regulations 2002 (CPR 2002) to replace the requirements of the 1991 CPR in order to implement the new Consumer Protection (Safety Requirements) Registration Scheme (CPS Scheme). Safety Requirements) Registration Scheme (Singapore Consumer Protection (Safety Requirements) Registration Scheme, or CPS Scheme), which became mandatory from April 1, 2002. Currently there are no mandatory requirements for EMC in Singapore.

BIS Certification

Certification Introduction

The Bureau of Indian Standards (The Bureau of Indian Standards), referred to as BIS, according to the "Bureau of Indian Standards Act, 1986" (The BIS Act, 1986), the Bureau of Indian Standards (BIS) is the competent body for standardization and certification in India, specifically responsible for product certification, is the issuing body of BIS certification. BIS has five regional bureaus and 19 sub-bureaus. BIS subordinate 8 laboratories and some independent laboratories are responsible for the product certification process to take samples for testing. These laboratories are implemented in accordance with ISO/IEC17025.

In principle, the principle of voluntary certification of products in India is aimed at providing quality assurance, safe and reliable products to the end consumers. However, taking into account public health and safety, national security, infrastructure needs and mass consumption factors, the Indian government through the issuance of various statutory measures, the implementation of mandatory certification of about 90 specific products, such as milk powder, cement, steel pipes, oil pressure furnace, multi-purpose dry batteries, medical X-ray diagnostic equipment, plastic milk bottles, bottled mineral water, bottled drinking water, steel and steel products, etc.. Application Process

1.Application: GIG submits an application to BIS.

2.Record: BIS accepts the application, reviews the application documents and information, and records the application if the procedures are complete.

3.Initial factory inspection: BIS will assign a delegation of not more than two officials to the factory inspection. The applicant shall bear the expenses of travel, visa fees and other expenses of the official group to the factory inspection and the corresponding inspection costs.

4.Testing: The applicant sends a sample to the BIS designated laboratory for testing.

5.Issuance of certificates: If the initial inspection and test results qualified, and the applicant agrees to implement the BIS approved inspection and testing program after certification and payment of the BIS logo fee, the applicant can be issued a certificate. The certificate is valid for 1 year. After the certificate is awarded, the licensee has to pay the annual logo fee as well as the annual fee for the certificate.

6.Post-certification supervision: BIS supervises the quality of its certified products through regular supervision of the licensee and unannounced inspections and tests on samples from factories and markets. If the regular inspection, samples taken from the factory or market by the factory inspection and independent testing results meet the requirements, the certificate can be renewed. The licensee submits an application for renewal to BIS by submitting the specified form. The licensee is also required to bear the cost of sample inspection.

CQC certification

Certification Introduction

CQC is the abbreviation of China Quality Certification Center. Unlike the CCC mark, the CQC mark is a voluntary product certification, also issued by the China Quality Certification Center CQC certificate, CQC certification is to apply the CQC mark to indicate that the product meets the relevant quality, safety, performance, electromagnetic compatibility and other certification requirements. CQC mark certification focuses on safety, electromagnetic compatibility, performance, harmful substances limit (RoHS) and other indicators that directly reflect the quality of products and affect the safety of consumers and property, in order to protect the interests of consumers, promote the improvement of product quality and enhance the international competitiveness of domestic enterprises.

Certification Introduction

China Compulsory Product Certification, the English name China Compulsory Certification, referred to as CCC certification or 3C certification. Implementation and supervision by the China Certification and Accreditation Commission CNCA, which is authorized to recognize the 15 licensing bodies and 152 laboratories to carry out specific provisions since August 1, 2002 to accept the first batch of mandatory product catalog included in the 19 categories of 132 kinds of product certification applications, the directory of these products must pass CCC certification and affix the CCC mark to be sold in the market.


2014 Regulatory Updates
