Certification Introduction

INMETRO stands for The National Institute for Metrology, Standardization and Industrial Quality, which regulates the INMETRO certification covering safety and energy efficiency. INMETRO is both the mandatory certification mark and the national certification body in Brazil, responsible for the supervision and audit of its authorized certification bodies and laboratories, as well as for the implementation and development of the Brazilian standard certification system.

Product Range

Currently, Brazil's product certification is divided into two types of mandatory certification and voluntary certification. Compulsory certification covers products such as: home appliances and similar products, pumps, fluorescent lamps, toys,wires and cables, switches, plugs and sockets, circuit breakers, electronic ballasts, etc.; voluntary products include IT/AV products, power tools and other products. As of December 2014, the compulsory certification covers 113 types of products.


Application Process

1. Customer sends samples to Waltek laboratory, Waltek issues test report
2. At the same time, apply to the issuing organization for the first factory inspection, including the audit of the factory and the Brazilian buyer
3. After the test and factory inspection are completed, the issuing organization will issue INMETRO certificate based on documentary audit, after the audit is passed.

Certification Introduction

The Kenya Bureau of Standards (KEBS - a statutory body of the Kenyan government responsible for developing and implementing standards for imported and domestically produced products for the Kenyan market) implements the Pre-Export Verification of Conformity to Standards (PVoC) program for goods imported into the country. PVoC) program, all PVoC catalog goods must obtain a certificate of conformity (CoC) issued by an authorized KEBS agency before shipment. At present, there are only four authorized certificate issuing agencies, SGS/ITS/BV/CCIC. PVOC has three certification modes.

Mode A: Product testing and inspection

Each batch of export goods shall be subject to product sampling and testing before shipment or provide an approved laboratory test report or certificate, etc., and pre-shipment inspection.

Mode B: Product registration

Frequent export of similar products of consistent quality can be registered, and the registration certificate is valid for one year, and the mandatory testing of each batch can be dispensed with when shipping, and only pre-shipment inspection is required.

Mode C: Product license

Manufacturers of frequently exported products that have been registered and have met the requirements for a long period of time can apply for a product license. Product testing is required to assess compliance with Kenyan standards, as well as on-site evaluation of the manufacturer, after passing the license is issued. With a license after the export of goods can be exempt from pre-shipment inspection, subject only to the supervision and inspection of the manufacturer and random sampling of goods.

South Africa LOA/COC certification

Certification Introduction

South Africa National Compulsory Specification Implementation Act (Act 5 of 2008) was promulgated on July 4, 2008 in the Government Gazette 31216, and September 1, 2008 mandatory implementation, controlled by the South African institutions NRCS. NRCS is the National Regulator of Compulsory Specification NRCS is the National Regulator of Compulsory Specification abbreviation, the full name of the Chinese national mandatory requirements management department, its predecessor for the SABS certification of the regulatory department, has since become an independent department.

All electrical and electronic products that meet the requirements, whether exported or sold in the South African market, must apply to the NRCS to obtain a certificate of authorization as a clearance and sales pass.

The certification of electrical and electronic products is mainly divided into two aspects: safety and electromagnetic compatibility. For safety, must obtain LOA (letter of Authority) certificate, for electromagnetic compatibility need to obtain COC (certificate of Compliance) certificate. The following is an explanation of important terms.

1.NRCS: It is the issuing authority of LOA certificate.
2.SABS: It is the issuing body of COC certificate and SABS mark certification. South African National Bureau of Standards (SABS)
Responsible for the production of South African standards, but also engaged in the certification and testing work.
3.LOA certification: letter of Authority, for safety aspects.

4. COC certification: certificate of Compliance, for EMC aspects.
5. SABS certification: This certification is voluntary. Strict requirements, the need for the South African Bureau of Standards (SABS) to arrange factory inspection and testing, and after the certification of the annual audit 2 times.

SONCAP Requirements in Nigeria for Importers & Exporters


Certification Introduction

The National Bureau of Standards of Nigeria (Standard Organization of Nigeria, SON) is the government agency responsible for the development and implementation of product quality standards for imported and domestically manufactured goods in Nigeria. The World Trade Organization (WTO) issued a TBT notification (No. G/TBT/NGA/1), Nigeria will be imported into the country of some electrical and electronic products, certain automotive products, toys, construction materials and gas appliances products, such as the implementation of mandatory conformity assessment, that is, the Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP).  The SONCAP certificate is a mandatory requirement of the Federal Government of Nigeria for customs clearance of imported goods.

In order to strengthen market supervision, SON will implement a new system on April 1, 2013. The new system requires that exporters no longer apply for SONCAP certificate for each shipment, but for COC certificate (Certificate of Conformity). Exporters according to their own situation to choose the certification program, to obtain a different PC (Product Certificate) certificate, based on the PC certificate to apply for COC certificate. After getting the COC provided to the importer to apply for the SC (SONCAP Certification), SC by the importer in the local SONCAP agency directly. In addition, according to the risk category of the product requires on-site sampling and testing, inspection and supervision of goods.

The new SONCAP program contains 3 certification paths.

1. Option A: For unregistered or unlicensed products, suitable for customers who ship occasionally in a year or whose number of shipments is uncertain.

PC1 certificate is issued. The certificate is valid for 6 months and can only be used once. No requirements for the holder. No factory inspection requirement. 100% inspection rate is required for each shipment.

2. Option B: For registered products, suitable for customers with high shipment frequency.

PC2 certificate is issued. The certificate is valid for 1 year and has unlimited use. No requirements for the holder. Factory inspection is required (exempted by submitting ISO9000/CIG023). 40% inspection rate is required for each shipment.

3. Program C: for licensed products, suitable for customers with high shipment frequency and high shipment volume.

PC3 certificate is issued. The certificate is valid for 1 year and has unlimited use. Can only be applied by the manufacturer. Factory inspection and annual audit are required (mandatory, no exemptions). Semi-annual inspection.


Product Range

Since June 2011, all products are included in the SONCAP mandatory control list, except for the following: (1) food, (2) pharmaceuticals, (3) medical supplies (except equipment and instruments), (4) chemical raw materials, (5) military supplies and equipment, (6) aviation-related products, and (7) used products (except motor vehicles)

Application Process

1.GIG laboratory will complete the test and issue the test report
 2. Customers choose the corresponding program according to the actual situation and get the corresponding PC certificate based on the test report
 3. Based on the PC certificate, apply for goods inspection or factory inspection (free of goods inspection)
 4. Pass the inspection or factory inspection, apply for CoC certificate
 5. Importers apply for SC certificate to SON based on CoC
