Eight new substances were added to the list of substances of high concern, and the total number of SVHC increased to 219

On July 8, 2021, the European Chemicals Agency (ECHA) announced that eight substances will be added to the list of substances of high concern (SVHC) (candidate substances list). The list of substances of high concern now contains 219 substances.


Of the eight new substances added, some are used in consumer goods, such as cosmetics, scented goods, rubber and textiles. Other substances are used as solvents, flame retardants or in the production of plastic products. These substances are listed in the list of substances of high concern because of their reproductive toxicity, carcinogenicity, respiratory sensitization or endocrine disrupting properties, which are harmful to human health.

From January 5, 2021, if the concentration of substances of high concern (SVHC substances) in the articles put on the EU market exceeds 0.1% (mass fraction), the supplier of the articles shall notify the European Chemicals Administration (ECHA) of SCIP. The information must be submitted to the SCIP database. SCIP notification is the requirement of the European Union Waste Framework Directive (WFD, directive 2008 / 98 / EC) on the suppliers of goods in the European Union.


After January 5, 2021, if a new substance is added to the candidate list of substances of high concern (SVHCs) and the concentration of the substance in the articles or complex objects put on the EU market exceeds 0.1% (mass fraction), the supplier of the article shall submit a new SCIP notification or update the previously submitted SCIP notification when it is next supplied or put on the market to consumers or imported.
