Attention: EU will focus on the regulation of these substances in cosmetics in the future

Recently, the European Commission (EU) No. 2021 / 850 amendment has been published in the EU Gazette to amend the list of prohibited substances in cosmetics in Appendix II, the list of restricted substances in cosmetics in Appendix III, the list of approved colorants in cosmetics in Appendix IV and the list of approved sunscreen in cosmetics in Appendix VI of the EU cosmetic regulation (EC) no 1223 / 2009, involving regulatory provisions on substances such as titanium dioxide and salicylic acid.


List of restricted substances in cosmetics


SCCS's scientific advice shows that titanium dioxide powder with a particle size of less than 10 microns in diameter and a particle size of 1% or more can be used for face powder products at 25% concentration and 1.4% for aerosol spray products. For professionals, the safety concentration of aerosol spray products is 1.1%. Based on this opinion, the European Commission decided to amend the EU cosmetic regulation (EC) no 1223 / 2009, adding the above contents, which will come into force on October 1, 2021. In addition, the European Commission has expanded the scope of the use of salicylic acid in cosmetics, and authorized its use in body lotion, eye shadow, mascara, eyeliner, lipstick and deodorant ball products. Its maximum permitted concentration is 0.5%, which has been implemented since June 17, 2021.
