CPSC approved safety standard for infant sleep products (16 CFR 1236)

On June 25, 2021, the U.S. Consumer Product Safety Commission (CPSC) released the final regulation (16 CFR 1236) approving safety standards for infant sleep products. The regulation will come into force on June 23, 2022. The main contents are as follows:

Subject: United States - Consumer Product Safety Council approves safety standards for infant sleep products (16 CFR 1236)

The Consumer Product Safety Commission (CPSC) of the United States released the final regulation (16 CFR 1236) approving the safety standards for infant sleep products. The regulation will come into force on June 23, 2022, and the main contents are as follows:


Range

Infant sleep products, including sloping and flat sleep surfaces, are suitable for all products on the market or intended to provide sleep space for infants under 5 months of age, and are not subject to any of the following standards:

16 CFR Part 1218 cradle safety standard

16 CFR Part 1219 safety standard for full size cribs

16 CFR Part 1220 safety standard for non full size cribs

16 CFR Part 1221 safety standard for game fences

16 CFR Part 1222 bedside crib safety standard

requirement

Each infant sleep product shall meet all applicable requirements of ASTM f3118-17a with the following modifications:


1. The following chapters are not included:

Section 5, general requirements;

Section 6.1 to 6.8 and section 6.9.2 performance requirements;

Section 6.10 to 7.10 performance requirements and test methods;

Section 7.11.1.3 articulated counterweight module - maximum inclination;

Section 7.12 to 9 performance requirements, marking and labeling, and instruction requirements.

2. The term "baby tilt sleep products" is changed to "baby sleep products".

3. Sections 6.9, 7.11.2.1 and 7.11.2.2 shall be amended

Section 6.9 shall be replaced by the following:

"6.9 maximum seat back angle:

6.9.1 infant sleep products - when tested in accordance with 7.11.2, the angle of the seat back / sleep surface used for sleep with respect to the horizontal plane along the axis of the infant's head to toe shall not exceed 10 degrees °。

 6.9.3 infant sleep products - shall comply with the safety standards for cradles in 16 CFR Part 1218, including compliance with the definition of "bassinet / cradle"

Sections 7.11.2.1 and 7.11.2.2 shall be replaced by the following:

"7.11.2.1 if applicable, place the product at the highest seat back / sleeping surface angle recommended by the manufacturer for sleeping.

7.11.2.2 place the articulated counterweight module infant in the product and place it on the upper panel on the seat curve and seat back / sleeping surface, centering the hinge. Place the digital protractor longitudinally in the upper body / head area. "

Subject: United States - amendments to the proposed safety standard for infant sleep products published by the Consumer Product Safety Commission (16 CFR 1236)

The CPSC revised the proposed safety standard for tilt sleep products (16 CFR 1236). The purpose of this revision is to adopt and modify ASTM f3118-17a to make the mandatory requirements more stringent. The main contents are as follows:


Range

All baby sleep products, including frame, hammock, compact and accessories, are not included in the following standards:

16 CFR Part 1218 cradle safety standard

16 CFR Part 1219 safety standard for full size cribs

16 CFR Part 1220 safety standard for non full size cribs

16 CFR Part 1221 safety standard for game fences; and

16 CFR Part 1222 bedside crib safety standard.

Each infant sleep product shall meet all applicable requirements of ASTM f3118-17a, except for the following sections:

Section 5, general requirements;

Section 6.1 to 6.8 performance requirements;

Section 6.10 to 7.10 performance requirements and test methods;

Section 7.12 to section 9 performance requirements, marking and labeling, and instruction requirements.

In addition, the term "baby sleep products" should be changed to "baby sleep products"

Section 6.9 maximum seat back angle shall be replaced by the following:


"6.9 maximum seat back angle.

6.9.1 accessories, compact and infant sleep products - when tested in accordance with 7.11.2, the angle of the seat back surface used for sleep with respect to the horizontal direction along the axis of the infant's head to toe shall not exceed 10 degrees °。

 6.9.2 accessories, compact and neonatal sleep products - when tested in accordance with 7.11.3, the angle of the seat back surface used for sleep with respect to the horizontal direction along the axis of the infant's head to toe shall not exceed 10 degrees °。

 6.9.3 accessories, compact infant sleep products, and neonatal sleep products shall meet the requirements of 16 CFR Part 1218 cradle safety standards. "


In section 7.11.2.1, "if applicable, place the product in the manufacturer's recommended maximum seat back angle position" shall be replaced by "if applicable, place the product in the manufacturer's recommended maximum seat back angle position for sleep."

Infant sleep product: a stand-alone product designed to provide sleeping space for infants about 5 months old, usually supported by a fixed or rocker base.

Subject: United States - Safety Standard for infant tilt sleep products proposed by CPSC (16 CFR 1236)

The Consumer Product Safety Commission (CPSC) of the United States has proposed a safety standard for infant sleep products (16 CFR 1236). The committee recommends that the standard should take effect 12 months after the publication of the final regulation in the Federal Register. The following are the highlights of the proposed standard:


Range:

Infant tilt sleep products include neonatal tilt sleep products, compact tilt sleep products and auxiliary tilt sleep products.


requirement:

Each baby tilt sleep product shall comply with all applicable requirements of ASTM f3118-17, "Standard Consumer Safety Specification for baby tilt sleep products.".


Revised definition

In the proposed standard, the term "rigid frame" is deleted from the definition of inclined sleep products (clause 3.1.1) in the appendix of ASTM f3118-17.
