Canada proposes to revise surface coating material requirements

On April 24, 2021, the Ministry of health of Canada issued a proposal to revise the requirements for control of surface coating materials in the Canadian Consumer Goods Safety Act (CCPSA) in part I of Canada Gazette.

The contents of the proposed amendment include:


· extend the definition of "surface coating material" to include surface coatings that will not dry in applications, such as electrostatic powder coatings, and decorative surface coatings such as stickers or films.

Extend the application of the total lead content limit of 90mg/kg to the surface coating of furniture.


The heavy metal limit of the coating on the surface of the non-contact parts of the product has been removed.

Delete obsolete test methods.

Specific updates to the regulations:

一、 SOR / 2016-193 code for surface coating materials:

1. revise the definitions of the terms "surface coating material" and "accessible parts":

"Surface coating material" means a coating or other similar material with or without pigments, which, after application to the surface, forms a solid film and can be removed.

"Accessible parts" means any part of the product that may be touched, licked, mouthed or swallowed during reasonably foreseeable use.

2. revise the product application scope of total lead, and the total lead limit of 90mg/kg will be applicable to the accessible surface coating materials of the following products:

1) Furniture (larger than the old version, from children's furniture to all furniture);

2) Children's supplies;

3) Pencil;

4) Artist brush.


二、 Compliance with relevant regulations:

· sor / 2011-17 toy regulations

· sor/2016-152 crib and cradle regulations

· sor / 2016-179 extended door and guardrail regulations

· sor / 2018-186 game fence regulations


1. For products within the scope of the above regulations, any surface coating material of accessible parts shall not exceed the following limits:

Total lead ≤ 90 mg/kg

· antimony, arsenic, cadmium, selenium or barium migration ≤ 1000 mg/kg

Total mercury ≤ 10 mg/kg


2. The method for the determination of the migration of antimony, arsenic, cadmium, selenium or barium (5 per cent hydrochloric acid at 20 ° C for 10 minutes) as specified in the corresponding regulations will be removed. If it is in accordance with good laboratory specifications, any test method can be used to verify its compliance.


The above regulations will take effect 180 days after the publication of Canada Gazette, part ii.
