Certification of Conformity (COC) is a safety certification requirement in Singapore. In order to protect consumer safety, the Singapore government enacted the Consumer Protection (Safety Requirements) Regulations 2002 (CPR 2002) to replace the requirements of the 1991 CPR in order to implement the new Consumer Protection (Safety Requirements) Registration Scheme (CPS Scheme). Safety Requirements) Registration Scheme (Singapore Consumer Protection (Safety Requirements) Registration Scheme, or CPS Scheme), which became mandatory from April 1, 2002. Currently there are no mandatory requirements for EMC in Singapore.
In 1991 the Ministry of Trade and Industry (MTI) appointed the Singapore Standards Development Reform Committee (Standards, Productivity and Innovation for Growth, SPRING Singapore) as the safety agency responsible for administering the CPS program to ensure that controlled electrical and electronic products meet Singapore safety standards requirements. Under the CPS program, any manufacturer, importer, distributor or retailer must register with SPRING as a registered supplier, obtain a COC certificate from a third-party conformity assessment body (CABs) designated by SPRING or an MRA mutual recognition body, and affix a safety mark to their products in order to enter the Singapore market.
