ASTM F963 is an American toy testing standard formulated by the National Bureau of standards of the U.S. Department of Commerce. All toys entering the U.S. market should meet the requirements of Consumer Safety Code - Toy Safety (ASTM F963) and Consumer Product Safety Improvement Act (CPSIA).

ASTM F963 is for toys used by children under 14 years of age. However, the following products should not be regarded as meeting the definition of toys in the directive: Playground equipment, bicycles, tricycles, non play crayons, pigments, chalk and similar art materials, catapults and pointed darts, etc
