The EU approved the amendment of reach annex XVII to add item 76 on N, N-dimethylformamide (DMF)

On November 22, 2021, the European Commission issued Commission Regulation (EU) 2021 / 2030, amending annex XVII of REACH Regulation (EC) no 1907 / 2006 and adding requirements for N, N-dimethylformamide (DMF, CAS No.: 68-12-2, also known as dmfa or dmfo) substances. The amendment will enter into force on December 12, 2021 and will be implemented after December 12, 2023.


N. N-dimethylformamide (DMF, CAS No.: 68-12-2) is a mass-produced organic solvent, which is used in many industrial sites and professional activities in Europe. According to EU CLP regulation (EC) no 1272 / 2008, it has been classified as class 1b reproductive toxic substances, class 4 acute toxic substances (by inhalation and through skin) and class 2 eye irritants. The substance was identified as a substance of high concern (SVHC) in 2012.


Annex XVII of reach regulation will add item 76 substance: n, N-dimethylformamide (DMF, CAS No.: 68-12-2). And has the following restrictions:

After December 12, 2023, the substance shall not be put on the market, nor shall it be put on the market as a component of other substances, or in the form of concentration equal to or greater than 0.3% in the mixture, unless the manufacturer, importer and downstream users in their relevant chemical safety reports and safety data sheets, The derived no effect levels (dnels, derived no effect levels) related to staff exposure are included, that is, the inhalation exposure is 6 mg / m3 and the skin exposure is 1.1 mg / kg / day.

After December 12, 2023, the substance shall not be produced or used, or as a component of other substances, or at a concentration equal to or greater than 0.3% in the mixture, unless the manufacturer and downstream users have taken appropriate risk management measures and provided appropriate operating conditions to ensure that the exposure of workers is lower than the derived inactive level (dnels).

As an exemption, the obligation of putting the substance on the market as a solvent, or as a solvent in the direct or transfer polyurethane coating process of textile and paper materials, or in the production of polyurethane film, will be implemented from December 12, 2024. The obligation to put the substance on the market as a solvent or as a solvent in the dry and wet spinning processes of synthetic fibers will be implemented from December 12, 2025.
